Technician – Asset Management – Bucks

You will report to the Asset Team Leader.

Transport for Buckinghamshire (TfB) is actively developing its Highway Infrastructure Asset Management Framework to make best-long term use of resources. Reporting to the Asset Management Engineer, the post holder will provide technical and professional supporting in developing TfB’s Asset Management Framework. The role will primarily focus on assisting the team leader in analysing, interpreting and updating highway infrastructure condition data. The role will also include preparation of drawings, report writing and presentation of data in reports for a range of highway infrastructure assets. The post holder will also assist with developing efficient use of TfB’s asset management and IT systems.

To manage, monitor and report on specific activities within the Asset Team’s revenue business plan.
To assist in the preparation, under the direction of the Team Leader, Asset Management related documentation including policies, strategies, lifecycle plans, etc. for adoption by TfB.
To liaise with sub-contractors / suppliers to co-ordinate appropriate service delivery, including the preparation of quotation and/or tender documents as necessary.
To comply with appropriate Health and Safety Risk Assessments and Method Statements for the teams revenue activities and to actively monitor the health and safety performance of Supply Chain Partners in compliance with all relevant processes and procedures.
To assist with the development of procedures and processes for the use of TfB’s Asset Management IT systems to drive the efficient use of the System across TfB.
To prepare and present complex / sensitive reports, drawings and management information to internal / external teams and decision making bodies.
To act independently to carry out research to assist with the delivery of asset management initiatives. To analyse data, draw conclusions and suggest solutions as part of a team.
Under the supervision of the Team Leader prepare responses to Customer and Member correspondence and FOI requests.
Promote and deliver continuous improvements in all aspects of the service.
Manage projects within the Business Plan, or contribute to the planning and delivery of larger programmes.
Undertake site visits and audits to assist with the team’s data collection and analysis activities.

Knowledge, skills and experience:

Degree or equivalent qualification in a relevant discipline.
Relevant experience in a technical / professional role with knowledge in key areas of the Asset Management or highway maintenance field.
Skill and experience in report writing.
Communication skills to build relationships engage successfully with colleagues, partners and customers at all levels in complex or politically sensitive situations.
Research and analysis skills demonstrating evidence of the ability to identify and diagnose complex problems/issues and develop innovative solutions.
Excellent ICT Skills.
Ability to drive.

Understanding of legislation, best practice and emerging documents and development in asset management.
Experience of Symology, Confirm or similar Asset Management System.
Project Management Skills.
Experience with working in a Local Government and / or politically led environment.
