My client, a London Borough Council, are currently looking for a Service Manager to join their Children & Young People's Division to provide a strategic leadership within the Children & Young People’s Division, managing a range of services to safeguard and promote the best interests of children and young people in the borough.

MAIN DUTIES AND RESPONSIBILITIES

As a member of the Children’s & Young Person’s Divisional Senior Management Team ensure that the directorate achieves the highest standards of child care practice by:

• Ensuring that rigorous monitoring and auditing review systems are in place within service units.
• Ensuring effective working relationships both within the directorate and with external partners to provide good quality integrated services.
• Ensuring effective supervision and appraisal systems are in place and are being used to review practice and continuously develop and support staff to affect improvements in service and practice.
• Ensure managers work in close partnership with the Safeguarding & Planning Unit to review and promote best practice.
• Contribute to the development of the Directorate’s Training Plan to ensure training and development needs for the group are addressed.
• Ensure that staff have access to research evidence and to findings from best value and other reviews.

CHANGE MANAGEMENT

As a key member of the Senior Management Team recognise and identify where change needs to happen within Children’s Services in order to improve services for Children and young people.

POLICY DEVELOPMENT & IMPLEMENTAION

• Take a key role in the research, development implementation and review of policy and procedures within the division, and with other partners and agencies as necessary.
• Ensure all relevant legislation, government guidance, Child Protection Procedures, etc are communicated and translated into practice and inform service development.

Technical Knowledge and Qualification

Knowledge of the Children Act, current legislation, regulations, guidance and standards.
DipSW or equivalent recognised social work qualification.

Post qualification qualification or demonstrable evidence of continuous professional learning.

Experience

• Substantial experience of effectively managing professional children’s social work services for a diverse community at a senior level.
• Of implementing and managing effective and sustainable organisational change.
• Of effectively managing large and complex budgets.
• Of working collaboratively with other services and agencies to achieve positive outcomes for children and young people.
• Of partnership working at a strategic level.
• Of project management.

Circumstances

Must be available for out of hours emergency cover.
Excellent sickness record.
