About the role:

A fantastic and exciting client-side opportunity for an experienced Project Programme Manager exists for a senior level manager to increase our capacity to support the existing Hertfordshire Constabulary’s estate team.

Hertfordshire Constabulary police an area of 634 square miles, 70% of the county is designated as rural, with four centres of population with over 50,000 residents: Hemel Hempstead, St Albans, Stevenage and Watford.

Key Responsibilities

To ensure the successful delivery of the Commissioner’s/Constabulary’s Master Plan, of the Headquarters site. A project anticipated to have a capital value of circa £20m - £30m.
To ensure this new facility is delivered successfully, to a clear scope, brief and budget, and that it is properly integrated into the operations of the Constabulary on completion.
You will bring strong project management experience.
You will be part of a dynamic estates team of project managers, sharing knowledge and expertise, establishing common practices and structures, and working collaboratively with wider Constabulary/Commissioners teams regarding the whole programme of master planning the HQ site and subsequent linked projects.
To maintain and develop effective working relationships with all stakeholders to ensure an integrated approach to the delivery of capital projects.

The Individual

A proven track record of delivering mid-scale (> £30m) capital projects to time, budget and brief.
Experience of working on commercial construction projects.
Project management experience including the delivery of projects that involve several organisational and external stakeholders.
Experience of working with design teams and other professional consultants of the highest quality.
Experience of translating project milestones to organisational deliverables where relevant and ensuring delivery.
Experience of working with Estates, Security and ICT teams and a good understanding of how to plan and integrate infrastructure works and operational requirements.
The ability to find creative solutions to overcome problems.
Excellent oral, written and presentation skills, with the ability to influence others, to establish and communicate a clear vision and direction.
The ability to plan and allocate budget wisely and drive cost efficiencies, with a high degree of probity and integrity.
Strong working knowledge of standard IT applications and project management systems.
The ability to work efficiently and to tight deadlines; and to work effectively across a complex range of parallel activities.

In summary

The ideal candidate will have strong project management experience and experience of managing the full lifecycle, along with previous people management experience. You will understand how to work with specialist teams and internal stakeholders to deliver complex multi-faceted projects in a demanding and highly regulated environment.
You must be able to work collaboratively whilst negotiating and problem solving to ensure delivery of excellent customer experience. The role will suit a candidate who is persistent and resilient in nature you must remain open minded and innovative, leading but also welcoming input from the team.
