REED Business Support is working together with a local and reputable organisation based in the centre of Taunton, to recruit a full-time Project Officer until June 2018.

Job Duties:
• Providing or assisting in the provision of specialist/professional advice to support Operational, Commissioning and Procurement Services in the delivery of their activities.
• To provide and/or supervise the provision of a range of general front-line financial or other resource services to a range of clients – including schools.
• To provide and operate a broad range of advanced technical procedures and arrangements which support the progress and achievement of the Council’s Community Governance and Corporate Performance Targets and in effective project and change management.

Take a lead role in a change project(s) including:
• Responsible for developing and maintaining project documentation including the Business Case, Project Initiation Documentation, Project Plan and Lessons Learnt.
• Leading the planning and monitoring activities associated with the project.
• Controlling and monitoring approved project budgets where allocated, producing appropriate reports and escalating deviations as appropriate.
• Preparing and providing regular progress reports to the Project Board/Programme Management Office and highlighting issues and risks for their attention.
• Liaising with suppliers, local authorities and stakeholders to identify best practice to support project outcomes.
• Identifying and recommending to the project manager the resource requirements for the project (budget, people and accommodation).
• Direction and day-to-day management of Project Team activities within a matrix working environment.

Working within the Programme Management Office the successful candidate will:
• Be responsible for the production and distribution of progress, financial and exception reports to the Programme Manager, Programme Review Board and Change Board and to ensure their smooth functioning.
• Provide advice and support to Programme and Project Managers and Senior Responsible Owners on the project management and governance processes and tools used within the authority for change programmes and projects.
• Provide challenge and ensure quality of documents (e.g. project mandates, closure reports) by coordination of PMO review and feedback to authors, working with Programme, Project and Change Managers.
• Progress PRB and Change Board actions, influencing timescales and priorities for delivery with senior managers.
• Carry out a gate-keeping role for the change portfolio including the process and audit trail for additions and removals ensuring a strong link to the benefit management process.

Required Knowledge and Skills:
• Educational qualification to at least HND/HNC.


• Acquired knowledge to degree level and ongoing commitment to continuous professional development and where appropriate will acquire specialist technical accommodation.
• Part professional or advanced technician membership of an appropriate institution or organisation combined with at least two years proven advanced ability in their specialist fields.
• Maintain up to date knowledge and awareness of techniques, methods and best practice.
