Our client has recently set up the East Norwich Partnership, a public sector led partnership with the overall objectives of steering development and delivery of a masterplan to guide comprehensive mixed-use development of 50ha of brownfield land in multiple ownerships in east Norwich.

The partnership is in the process of procuring a multi-disciplinary team of consultants to prepare the masterplan and advise on viability and the route to delivery.

They are seeking an experienced Project Manager to manage the Consultants to drive forward the project and ensure that it meets its objectives. The post-holder will be accountable to the East Norwich Partnership Board for delivery of the project, and will ensure good working relationships with the Partner bodies and other key stakeholders.

The role is a temporary role to start February 2021 and anticipated to last until March 2022.

Main responsibilities:

  • To shape, direct, project manage and influence the East Norwich masterplan project, ensuring that it delivers within budget and programme whilst meeting the expectations of key stakeholders. This specifically includes development of a masterplan which provides the strategic vision for the future of East Norwich and which is deliverable ie overcomes infrastructure constraints and balanced with the realities of financial viability
  • To lead and manage a multi-disciplinary, multi-agency East Norwich working group of key officers, to support the master planning consultants.
  • To set up and chair other project team meetings as required, ensuring that all key statutory bodies and other key stakeholders are involved in the process as appropriate.
  • To develop strong working relationships with all key partners, including landowners, as well as with relevant central government departments and other key stakeholders across all aspects of the project.
  • As a senior manager, to make decisions in the best interests of the project, based on judgement, experience, evidence and knowledge, and with the input of the Working Group as appropriate. To identify required decisions for the Partnership Board.  
  • To challenge accepted practice to improve and enhance outcomes, to ensure a scheme that is deliverable.
  • To develop, prepare and implement a communication plan, to ensure good quality liaison and consultation with stakeholders, partners and communities and to use this throughout the life of the project.
  • To investigate and secure external funding from a wide range of national, regional and local bodies, where available, to support the delivery of the project. To regularly review and report upon the expenditure and funding opportunities relating to the project.

The successful candidate will have

  • High level experience of dealing with a range of Consultants (planning, transport, infrastructure etc).
  • Degree or equivalent in a relevant discipline, eg surveying, estate management.
  • Project management qualification, eg Prince 2 or other equivalent learning from experience.
  • Substantial project management experience within a commercial environment
  • Experience of new funding and dealing with funding agencies
  • Experience of masterplans and regeneration projects
  • Detailed knowledge of commercial property, residential markets, planning policy, placemaking, enabling works and funding strategies, to produce development options that are deliverable.
  • Experience of budget monitoring, planning and forecasting.
