Senior Programme Manager/Consultant required


Better Queensway is the largest regeneration project Southend has seen in decades. It is transformational and will completely change the quality of life for hundreds of residents while creating new homes for many hundreds more. It will reconfigure travel in and through the town centre while integrating communities. It will deliver economic growth and engender civic pride.
Better Housing. Better Place. Better Queensway.
The project is well underway and about to move into procurement phase so is seeking an experienced programme manager with the right skills to maintain its momentum and continue the journey. We are seeking someone:


• who is commercially aware and has experience of the development industry – either delivering housing schemes or project managing them
• who has experience of major procurement exercises preferably in public sector leading to the appointment of a development partner
• with experience of housing/town centre regeneration schemes and preferably experience of delivering them through competitive dialogue
• who has experience of the planning process – pre-planning and submission of apllications
• fantastic ability to operate at both a strategic and a detail level – to hold the ring on the project while not losing sight of the overarching vision
• who can embed and maintain rigorous project governance including risk management, budget management, contract management, project structures and process
• who has experience of different governance structures – managing them, working in them, creating them
• able to produce reports, key project documents and check public facing documents for consistency
• who can communicate at all levels and constructively challenge
• who can integrate all aspects of the project into a single project plan, narrative and delivery
• problem solver with a can-do attitude
• demonstrable ability to bring a multi-disciplinary team together of internal staff and contracted specialists and take them on the project journey
• who can be genuinely passionate about the project and act as its ambassador internally and externally
• who can deliver complex projects and programmes at pace while maintaining project integrity
• able to operate in a political environment
• who takes ownership, is trustworthy and will always work with the best interests of the project and the Council at heart
