Programme Manager – Reed Professional Services are currently recruiting a Programme Manager for one of our Public Sector clients based in East London. Reporting into the Director of Business Development, this role is to provide strategic responsibility on a major regeneration project. This role will ensure that projects are delivered within the council’s framework of quality standard, performance targets, budgetary control and legislative requirements.

This is a Contract role offering a competitive day rate.

Your responsibilities as Programme Manager include but are not limited to:
• Maintain a strategic, proactive and forward-looking approach to ensure excellent project management and delivery of the Council’s major regeneration projects
• Be an integral part of the project teams leading delivery of the major regeneration projects supporting governance arrangements, financial management, project management, and reporting
• Responsibility for maintaining an overview of all capital programme activity and as a central point of contact, act as a communication source to project managers to ensure that all projects are appropriately integrated and supported across the whole department
• Responsibility for preparing and coordinating agendas, reports and financial analysis for the monthly Place Capital Board
• Engage with key internal and external stakeholders including members of the Senior Leadership Team, Project Managers, Opportunity South Essex, South East Local Enterprise Partnership, commercial and education partners in regard to the development, delivery, monitoring and management of the Capital Programme.
• Work with accountancy and audit teams to monitor and manage the capital programme identifying where budget, governance, risk etc changes should be made
• To fully comply with the Health and Safety at Work legislation and the Council’s Health and Safety Policy
• Ensure a timely response to correspondence, requests for service, member enquiries and formal complaints

Skills and background for the successful candidate that we are looking for:
• Demonstrable experience of robust capital project management
• Excellent financial management skills
• Excellent understanding and application of capital project management principles
• Experience of project delivery in both public and private sectors
• Ability to positively work across multiple capital projects providing constructive input and support as appropriate
• Ability to build and maintain positive working relationships at all levels within and external to an organisation
• Experience of managing partnership arrangements
• Experience and accountability for budget management to a significant level
