A charitable housing association based in Westminster are looking for a Payroll Manager to join their team. This fantastic opportunity will be on a temporary basis, and the successful candidate will be responsible for one Finance Officer.

Key Duties:
• Lead the Payroll function, ensuring the team meet all their objectives and deliver a first class Payroll service to employees, workers and Board members
• Produce suitable exception reports to identify and rectify any payroll errors arising within the financial ledgers
• Act as liaison with internal and external auditors on all matters with regard to Payroll controls and systems
• Ensure all data received from the HR Department, PSA department and Operational Staff is accurately and promptly recorded each month so that staff and workers receive accurate salaries by the relevant due date, including payroll extras and leaver and starter information
• Produce and monitor balance sheet reconciliations and payroll/HR reconciliations across the payroll team ensuring that they are prepared on time and to standard i.e. reconciliations are meaningful and items are cleared out in a timely manner
• Lead on the implementation of payroll processes and procedures for delivering an effective and efficient pensions auto-enrolment service
• Manage the relationship with the payroll bureau, Ceridian, ensuring all payroll requirements are met
• Keep up to date with the latest legal and regulatory payroll developments and ensure the organisation is fully compliant
• Assist other finance department staff in the investigation, analysis and comparison of pay cost spending to budgets
• Deliver training on payroll procedures at Finance Inductions, ensuring that all new employees are aware of Payroll Procedures and Controls and keep the payroll section of Finance Users’ guide up-to-date
• Ensure the payroll officer meets their objectives and their development needs are addressed Ensure annual PDRS and regular supervision meetings are implemented


Person Characteristics:
• IPP Diploma in Payroll and Pensions Management
• CIPP qualified
• Experience with Ceridian Payroll Solutions
• Experience with iTrent
• Social Housing experience
• Intermediate Level IT competency, particularly in Microsoft Word, Excel
• A strong leader with excellent interpersonal skills
• At ease in directing others, is assertive and independent minded, will challenge others, and skilled in resolving conflict
• Drives change, enjoys dynamic diverse environments and demonstrates entrepreneurialism, creativity and innovation
• Is respectful, articulate and sensitive in style of communication
• Is motivated towards excellence and improvement of personal performance with a can do attitude
