Our Client is looking for a Parking Projects Manager until end of March 2018 to perform the duties as outlined below:

To support the Head of Service in securing the continuous development, improvement, efficiency and success of the Department as a whole through effective leadership, budget management, strategic direction, planning, management and governance.
To be responsible for leading the delivery to time and budget Parking, Street lighting & Trees projects –incorporating identifying and managing funding streams, senior level governance arrangements, and complex inter-dependent project plans.
Overall responsibility for delivering projects to time and budget.
Maintaining senior level governance arrangements.
Strong partnership role with internal and external partners e.g. parking, street lighting and tree contractors.
Interpreting or assessing progress made against a continually evolving programme of improvements.
Accurate reporting of progress made against service projects, the design of new projects, ensuring that projects are successfully closed on time, and evaluating the success / failure of service projects.
Work proactively to make a positive contribution to the delivery of the service. This will include working flexibly and positively to achieve the objectives of the Council.
Ensure that service projects are delivered on time, and within budget.
Work with Service Managers to develop Project Initiation Documents using the Council’s  chosen format where instructed / required. To pro-actively facilitate agreement and approval of project scope, goals, deliverables and quality plans; to define project tasks and resource requirements.
Work with Service Managers to design and develop service Project Plans, identifying potential timescales for delivery, potential costs, revenue generated, resource requirements.
Participate in commissioning activities where the project may not be progressed using in-house resource; developing specifications and business rules which accurately reflect the key project deliverables.
Liaise with a range of industry suppliers in order to ensure that projects are being
progressed in accordance with specification and on time; escalating any issues to the service management team for resolution.
Ensure that baseline performance (both financial and operational) is established and communicated before the commencement of the project, and that systems/processes are in place to measure the impact of the project against the initial position.
Actively participate in User Acceptance Testing (UAT), where service projects have required the involvement of an external developer, and provide advice to Service Managers on whether or not project specifications have been met.
Actively engage with, and encourage the participation of a range of relevant stakeholders including internal departments, external suppliers and customers. Facilitating meetings, focus groups, and customer surveys where appropriate.
Ensure that any projects which may lead to a change in the way end users may access the service are thoroughly assessed against an impact on equalities, identifying groups which may be affected by change, and suggesting methods of mitigation
