An Operation manager is needed for the strategic oversight of the maintenance, repairs and servicing functions of the Directorate, ensuring that they deliver high quality services to residents and developing innovative solutions. To lead on the estates function for including developing strategies which will improve customer satisfaction.
● To support the Estates, Responsive & Maintenance Manager to ensure that the service delivers high quality responsive services, & that it meets all performance targets and financial outcomes. ● To manage the Compliance & Servicing team, ensuring that all property & resident health and safety policies and procedures are in place, & that the team have a full understanding of all statutory areas and are able to demonstrate compliance with their service areas. ● To lead on the procurement of new compliance, servicing, responsive repairs and maintenance contracts, including analysing and predicting repairs, maintenance and servicing trends & budgets, looking for innovative solutions and supporting options appraisals. ● To lead on developing an Estates Strategy, looking to improve the estate environment and customer satisfaction. ● Ensure the service functions maximise the use of technology to provide accurate reporting and improved data quality.
● Monitor and report the financial position, progress, challenges, project proposals and any remedial actions required to the Operational Management Team, Board, Councils and other stakeholders on a regular basis. ● To ensure that any necessary consultation with residents and other stakeholders is identified and communicated at an early stage, areas which could trigger media, councillor or resident interest, and that an appropriate communications plan is in place and delivered. ● Ensure that there are robust processes and monitoring arrangements in place to protect the health and safety of its staff, with special reference to; asbestos management, CDM, construction methods, contract administration, contract management, electrical, fire, gas, health & safety, HHSRS, lifts, water hygiene and ventilation. ● Ensure that the team is aware of all applicable legislation affecting the services delivered and that they are supported and trained in keeping up to date with applicable legislation. ● Ensure that all information within the service is appropriately recorded, up to date and in compliance with the GDPR.
● Ensure that staff in the Compliance, Estates and Maintenance teams are aware of the system of internal controls, standing orders and procurement rules, and manage, monitor and report on adherence with these. ● Carrying out regular 1-1s, team meetings and appraisals, and that they are given deliverable targets and budget responsibilities, and that these financial and other targets are regularly monitored & reported to the Director of Property Services, Finance team etc. ● Provide support to develop their skills and knowledge, and oversee the planning of individual & team development programmes in consultation with the Director of Property Services
● To be responsible for that part of the Business Plan & Improvement Plan which relate to the service. ● To be part of the Operational Management Team, and contribute to the strategic direction of the organisation. ● Promote cross-organisational working throughout the service, in order that there is a jointed up approach to residents and programme delivery. ● To meet or exceed the framework of competencies applicable.
