With continual financial restraints, budget reviews and of course, cuts, local governmental bodies are increasingly thinking like, acting as, essentially becoming, commercial entitities. Central Services, namely Marketing & Communications, is typically first to feel the force of these cuts, and so have to strive more than ever to deliver services to its internal and external stakeholders, that add value for money, yet whilst created with the most creative commercial flair.

My client is no exception, and, in fact, leads the way in terms of the progressive, innovative and sector leading Marketing and Communication services it delivers across the East Midlands.

It’s no surprise then, that with a key management role within the Marketing & Communication team becoming open due to maternity later this leave, the organisation will be missing a key piece of the team jigsaw.

And, with £50k savings to achieve by 2020, the need to recruit someone to step into the role (for a minimum of 9 months) is absolutely vital. ‘Steadying the ship’ yes, in the incumbents’ absence, but also, needed to drive the department, strategy and team forward, developing the existing high performing service in line with industry best practice (my client benchmarks against total industry not just public sector).


Working alongside peers at the top of their professional game, many of which come from a private, SME, commercial background, all of which would openly admit they choose to work for local government, you will genuinely be supported by the very best in their field.

A part time role too ( 22 hours per week, Monday, Tuesday and Wednesday) you’ll job share with the Group Manager b- Communications, who fulfils the rest of the week,.

You’ll report to the Director of Communications, your team including Senior / Marketing Officers, Senior Web Designers, Digital Designers, Senior Comms and Business Partners, effectively Account Managers. You’ll of course work closely with key internal stakeholders, including the organisations’ in house Graphics Team.

Essentially responsible for communicating what the organisation wants and needs to regards key matters, including annual budget cuts, ensuring brand, tone of voice and content is appropriate to the audience and the message being conveyed.

You’ll lead the integrated communications and marketing team to achieve strategic objectives:

• improve information
• raise customer satisfaction with the organisation
• increase service take up
• advance plan including use of all resources (budget management, people resources, supplier frameworks etc)
· build, manage relationships and negotiate with senior management (requires working with Councillors, chief exec etc)
· Ensure comms and marketing policies e.g. brand guidelines, social media guidance is upheld
Work across all online and offline channels (internal and external), with a focus on digital transformation)
· Developing effective comms and marketing strategies, including corporate Comms Strategy (this covers a diverse range of 400 services from school meals, adult social care, recycling, country parks etc)
· Work in partnership with commercial development unit (e.g. focus marketing efforts on income generation for key services)


Naturally, you’ll have a proven track record in Marketing/Comms, be an experienced manager (you’ll be responsible for 6-8 people) capable of leading a team to deliver results, against a backdrop of economical challenges.

Ideally you’ll have a post-graduate qualification in PR/Marketing/other equivalent, and a Solid track record of outcome based achievements (e.g. improving performance of key channels, successful PR crisis management, impactful marketing campaigns).

Evidencing your strong continous professional development, you’ll be up to speed with the latest channels, tools, techniques and theory (whether digital, marketing, media, customer data etc).

Motivated, driven, pragmatic, you’ll be a confident, strong character, comfortable making difficult decisions, and of course, having to relay / explain them! You’ll have no issue challenge decisions, individuals, in a professional, yet assertive way.
