Interim Chief Accountant. Somerset County Council. Immediate start - until July 2020.
There is an urgent need to seek a replacement for certain critical aspects of the council’s services. In particular, the critical part is to ensure the safe, timely and accurate close down of the councils financial accounts for 2019/20. Preparatory work on this needs to commence before Christmas.
Alongside the critical needs of the council, the interim Chief Accountant will join an exciting team and will have a number of key responsibilities. These will include:
- Provide expertise and strong management to drive performance and to commission and/or deliver the Council’s priorities and meet service targets, as a member of the Council’s Senior Management Group.
- Provide clarity, management and motivation in delivering the New Operating Model, the County Plan and other Council transformation programmes as required.
- Ensure the effective understanding and operation of any specific statutory or regulatory duty contained within the role.
- Advise Members and Directors in respect of operational planning and commissioning, policy matters and service delivery issues and engage with partners in the promotion, communication and delivery of services.
- Plan and direct all corporate accounting processes to ensure that the Council’s needs and statutory accounting obligations are fully determined, delivered and meet all current professional accounting standards.
- Represent the County Council as its ‘chief accountant’ at the National Chief Accountants Group and Somerset’s Finance Officers’ Group as and when required.
- Advise the Director of Finance and service finance managers, on developments and changes in professional Accounting Codes of Practice and Government financial reporting requirements; lead on, and co-ordinate, responses to all related national consultation documents and debates; develop and maintain the Council’s own corporate accounting standards, policies and Financial Regulations, ensuring they are kept in line with changing requirements; and develop and maintain a monitoring regime for ensuring professional accounting standards and financial competence are maintained in the finance functions.
- Develop and maintain corporate budget monitoring processes, including liaison with service finance managers, and produce periodic monitoring reports for SLT and Cabinet. Ensure appropriate arrangements are in place to secure early warning of budget management problems and accountancy issues via key input into the Finance Management Team (FMT).
- Provide strong support and assistance to the Director of Finance in determining the adequacy of Council’s reserves and contingencies.
- Identify potential areas of concern due to any proposed changes to financial standards including UK or International accounting principles or requirements.
Public sector experience is a must, whilst experience in a similar role is preferable but not imperative.
