Our client is looking for a Qualified Accountant to oversee the financial operations of a key project to be based in Tunis, Tunisia.

It is therefore essential that you ONLY apply for this role if relocation is a reliastic option for you and you have the required qualification and skills to perform the role.

It is initially an 8 month fixed term contract but with the expectation that this would be renewed for a further 12, possibly 24 months.

The Finance Manager will oversee financial operations for budgets, cash management, grant and donor accounting, project auditing, and accounting/ financial reporting, ensuring compliance with local law, and with donor and organisational regulations. Supervising at least one support staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
 Provide financial management of the project.
 Establish and maintain finance systems according to organisational and donor standards including contracting and sub-granting.
 Prepare and analyze budgets and financial reports, and monitor operations throughout the year to ensure adherence to budgetary controls.
 Oversee the management of all sub-awards and ensure financial reporting meets donor regulations and organisational policies and procedures.
 Prepare and monitor cash flow. Ensure that project funds are utilized appropriately.
 Oversee annual financial audits of program and ensure that sub grantees comply with all audit and financial review requirements. Respond to and implement audit inquiries, findings, recommendations and observations.
 Maintain close and ongoing communications with the project’s banking institution to ensure accounts and transactions are regularly monitored and balances verified.
 Ensure per diem, travel advance and liquidation policies are strictly enforced. Oversee the project petty cash account.
 Ensure all project assets are properly insured.
 Ensure that standard contract formats follow sound and established policies, procedures, and local law, and that contracting and sub-granting standards and systems conform to donor requirements.
 Create training tools and develop training modules to help build capacity for subcontractors.

KNOWLEDGE, SKILLS, AND ABILITIES:
 Comfortable working within Tunisia’s accounting and taxation laws. Thorough knowledge of DFID, FCO or CSSF rules and regulations, and current standards and guidelines.
 Strong analytical skills and ability make sound decisions.
 Ability to resolve issues that are highly complex and sensitive in nature. Ability to communicate effectively with persons on all levels both inside and outside the company.
 Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, well-organized manner.Proven ability to maintain a high level of confidentiality.
 Excellent interpersonal skills. Awareness, sensitivity, and understanding of cross-cultural issues particularly in representing an international agency. Ability to work in partnership with local communities and NGOs as appropriate.
 Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure. Ability to work with minimal guidance and manage priorities and workflow.
 Proven ability to successfully manage staff.
 Proven ability to use databases, spreadsheets, and document and accounting software.
 Fluency in English, written and oral, knowledge of Arabic or French is an advantage.  Ability to travel to Libya as required if permitted.

EDUCATION and/or EXPERIENCE REQUIREMENTS:
 Bachelor’s degree in Finance or Accounting. ACCA designation or work toward is required.
 Minimum eight years of progressively responsible experience in financial and accounting management for an international NGO including five years in the UK grants mechanisms.
 Equivalent combination of education and experience.
