We are currently recruiting for a Development Manager in Coventry to work for the Council on a temporary basis while they recruit permanently.
The role will report into the Head of Property and Development (Strategic Lead) and will be a supernumerary post within the Property and Development Service. The purpose of this post is to provide additional capacity at a senior level for key development and regeneration projects the city council is either leading or involved in.
The role will play a lead role in the development and delivery of key regeneration and mixed-use schemes across Coventry, with the Development part of the Service being responsible for a wide variety of disposal, acquisitions, lease re-gears, schemes and projects.
The candidate will need to lead, or play a key role, in these as required.
The person needs to be able to:
Demonstrate they are an expert in property and development matters
Lead a development project from any stage
Operate with a high level of autonomy but understand the need to regularly communicate with (and seek endorsement from) the Head of Service, Director of Property and Development and Cabinet Member on key scheme decisions and progress
Understand local authority governance, procurement procedures and property related duties
Understand commercial imperatives for the private sector and the Council (including the role political imperatives play in determining the council’s commercial imperatives)
Demonstrate experience in working within contractual partnerships with the private sector (namely JCT contracts, development agreements and JV governance arrangements)
Work in partnership with internal services, external stakeholders and private funders and developers to secure key outputs and outcomes
Demonstrate they have strong leadership skills and be credible with internal and external decision makers
