Reed are currently seeking a COMMISSIONING & CHANGE MANAGER for the London Borough of Brent. 

You must have previous experience in a similar role. 

The post is responsible for managing the day to day work programme of the Commissioning Team and to contributing to the overall management of the Commissioning and Quality Service under the direction of the Head of Service.
Make a positive contribution to the delivery of the service, this will include working flexibly and positively to achieve the objectives of the Council.
Manage and lead staff to achieve high performance and effective operational delivery, including developing and improving staff capability.
Manage a customer focused service and the effective use of resources.
Ensure that the council’s overall vision, values and ethos are central to the requirements of the service.
Support effective working relationships and act as an ambassador and advocate with external organisations
Keep up to date with developments in service delivery and best practice to ensure the service performs effectively and to the highest standards.
Lead on all aspects of commissioning and procurement, supporting the Departmental Management Team with the design of the overall approach; strategies, methodology; procedures; implementation, monitoring and reporting relating to commissioning activity. Work with internal and external partners, stakeholders and suppliers on commissioning and procuring services which meet identified needs.
Work with partners to design, implement and manage projects that will improve the range of services available whilst ensuring that services developed, commissioned or procured are cost effective, efficient and designed to deliver good outcomes and ensure vulnerable adults are safeguarded.
To lead, manage and coordinate projects and programmes of work, as agreed by DMT, which will deliver service change, acting as the lead officer / champion of project management within the Department
To act as the lead officer for ensuring the Department complies with legislative, regulatory, and / or the Councils own policies and procedures relating to procurement and the commissioning of services with partners or the external marketplace.
To support the Head of Service in overall market development locally and as part of the West London sub-region, analysing local data and intelligence; identifying market development plans, engaging with the market place to influence change and development, to support local developmental change in the range of services available
Evidence of significant relevant CPD.
Robust understanding of the commissioning cycle in public services
Good understanding of the regulations and requirements of public procurement
Good knowledge or formal and operational project management methodologies and systems
Understanding of the policy and operating environment of health, social care, regulated services and the community and voluntary sectors
Track record of achievement at a management level in a similarly large and complex organisation
Experience of successfully implementing the key commissioning cycle elements in an operational social care, health or other public sector environment
Preparing reports relating to commissioning or procurement process for submission to senior management and/or Member lead decision meetings / Executive Meetings
Managing project management systems and working effectively in a project management and collaborative environment
Contributing to organisational compliance with procurement legislation, regulation and public body policy and procedures
