Southend-on-Sea Borough Council is currently looking for a Capital Programme Manager to work within their Regeneration and Business Development Service Area.

Key duties will include:

Overseeing the Department of Place’s £50m p.a. capital programme with specific responsibility for Airport Business Park Southend (c£100m) and Better Queensway (c£400m)

Specific strategic responsibility working with the Director of Regeneration and Business Development and project managers to drive forward progress of the Council’s major regeneration projects – Airport Business Park Southend and Better Queensway

To take a strategic approach to the delivery of the Department’s capital programme, maintaining oversight of progress made by working with the individual project managers

To undertake exception reporting to inform and support the Department’s Capital Board to ensure effective programme management and decision making

To take a strategic approach to future capital project development, resourcing and funding in the context of the overall capital programme

Ensure that projects are delivered within the Council’s framework of quality standards, performance targets, budgetary control and legislative requirements

Provide advice and recommendations to the Department’s Management Team and the wider Senior Leadership Team in regards to capital project delivery

Work in collaboration with project managers, project teams and staff across the organisation to ensure that service delivery is joined up appropriately and aligned to the achievement of the Council’s aims and objectives

This role would be perfect for you if you can demonstrate the following:
- Project Management qualification
- Qualification(s) in subjects relevant to capital programme management such as finance and audit
- Demonstrable experience of robust capital project management
- Excellent financial management skills
- Excellent understanding and application of capital project management principles
- Experience of senior project roles in major regeneration schemes and economic development programmes – particularly housing-led development and business parks
- Experience of project delivery in both public and private sectors
- Ability to positively work across multiple capital projects providing constructive input and support as appropriate
- Ability to build and maintain positive working relationships at all levels within and external to an organisation
- Experience of managing partnership arrangements
- Experience and accountability for budget management to a significant level
- Excellent communication, advocacy and negotiation skills which range from positive challenge to sharing best practice
- Excellent written communication skills with the ability to independently prepare a range of documents
- Demonstrable experience of managing change positively and providing motivation and inspiration to individuals
