This role will oversee the Department of Place’s £50m p.a. capital programme with specific responsibility for Airport Business Park Southend (c£100m) and Better Queensway (c£400m)

Specific strategic responsibility working with the Director of Regeneration and Business Development and project managers to drive forward progress of the Council’s major regeneration projects – Airport Business Park Southend and Better Queensway

To take a strategic approach to the delivery of the Department’s capital programme, maintaining oversight of progress made by working with the individual project managers

To undertake exception reporting to inform and support the Department’s Capital Board to ensure effective programme management and decision making

To take a strategic approach to future capital project development, resourcing and funding in the context of the overall capital programme

Ensure that projects are delivered within the Council’s framework of quality standards, performance targets, budgetary control and legislative requirements

Provide advice and recommendations to the Department’s Management Team and the wider Senior Leadership Team in regards to capital project delivery
Work in collaboration with project managers, project teams and staff across the organisation to ensure that service delivery is joined up

Work in collaboration with project managers, project teams and staff across the organisation to ensure that service delivery is joined up appropriately and aligned to the achievement of the Council’s aims and objectives

Work closely with the Director of Regeneration and Business Development to progress all major regeneration projects in accordance with Council strategy, policy and systems

Maintain a strategic, proactive and forward-looking approach to ensure excellent project management and delivery of the Council’s major regeneration projects

Be an integral part of the project teams leading delivery of the major regeneration projects supporting governance arrangements, financial management, project management, and reporting

Ensure rigorous, compliant and timely consultation with stakeholders as appropriate for each regeneration project.

Anticipate and manage external communications in relation to project updates, varying from difficult messages to official openings, in conjunction with the Council’s media team and partners where relevant

Responsibility for maintaining an overview of all Place capital programme activity and as a central point of contact, act as a communication source to project managers to ensure that all projects are appropriately integrated and supported across the whole department

Exercise an advanced level of expertise in analysing and presenting information, securing and deploying funding, managing a range of activities with key deliverables and influencing the wider Departmental activity
