The main purpose of the job is to design, implement and supervise capital and revenue contract work, programmed and responsive maintenance works, as appropriate, for all Council-owned public buildings. The provision of technical advice, preparation of specifications including supervision of works as appropriate for schools.

To design various major and minor capital and revenue projects including estimating for such, preparation of tender documentation and specification, placing out to tender, supervision of works, contract administration up to and including the agreement of final accounts.
To prepare specifications for programmed maintenance contracts covering mechanical and electrical installations, including estimating for such, preparation of tender documentation, specification, placing out to tender, administration of contract for the prescribed period of the contract by liaising with Contractors, Property Managers and Clients.
Ensure that all works comply with Building Regulations, Codes of Practice, Health and Safety Legislation and any other statutory requirements relevant to the specified works.
Develop building advice and framework agreements as required.
Ensure all project documentation complies with the Council’s and Group’s policies and procedures in relation to project management and contract management.
Undertake surveys of properties, as required, and prepare and provide detailed reports covering condition surveys, upgrade requirements, risk assessments and planned maintenance.
Management of Consultants.
Any other duties commensurate with the grade and responsibilities of the post.
ARICS Chartered Building Surveyor or other suitable professional qualification.
To be conversant with current regulations including Building Regulations, Planning, Codes of Practice, Health and Safety Legislation and any other Statutory requirements relevant to the specified works.
Knowledge in order to prepare contract documentation including drawings and specifications for major items of capital and revenue works.
Knowledge to assist the Team Leader and Group Manager in formulating, estimating, reporting to Committee as regards planned maintenance programme, minor works programme and capital programme.
Knowledge to assist in the preparation/specification of the Council’s Public Building Maintenance Contract and management and administration of the same.
Ability to deliver the service in accordance with any statutory, policy, financial, contractual or legal responsibilities, to ensure the appropriate and timely delivery of services.
Knowledge in order to fulfil the role of Designer under the requirements of the CDM Regulations 2015 with regards to mechanical and electrical works undertaken by the department.
In accordance with the provisions of the Health and Safety at Work Act 1974 take reasonable care for the health and safety of yourself and of other persons who may be affected by your acts or omissions at work; and co-operate with the Council to enable the Council to perform or comply with its duties under statutory health and safety provisions.
