Great Estates Surveyor

My client in Oxford City centre requires a Senior Surveyor to work to regenerate their Great Estates across Oxford, Barton and Blackbird Leas. As the successful candidate, you will be tasked to carry out feasibility studies and prepare outline designs for major refurbishment and redevelopment projects to Council properties. You will conduct project management, liaison and consultation and budget controls to ensure successful project delivery. You must ensure that all relevant statutory and health and safety requirements are met and information collated into a centralised management system, alongside undertaking property surveys, inspections, dilapidations, costing’s and the like and reporting on the outcomes.

Duties will include the following:

• Provide design, technical and procurement advice and support on construction issues including brief and design development, options appraisals, feasibility studies procurement options, quality control, health and safety etc
• The design and supervision of programmes of planned maintenance of property for which the Service Area has responsibility
• Preparation of appropriate dilapidations, general and structural surveys, void inspections, specifications, drawings and reports as required.
• Preparation of estimates for capital, planned and routine maintenance projects, surveys and for budget purposes.
• The preparations of plans and specifications for submission for Planning and Building Regulation approval.
• The preparation and issuing of tender documents and the management of Capital and Revenue projects including the issuing of interim and final certificates, agreeing final accounts and maintaining/monitoring expenditure records and the production of appraisals of progress, all in accordance with the Council's Constitution including all Policies and any relevant statutory requirements and legislation.

Your chief responsibilities will include:

- business partnering with non-finance managers from 3 divisions to ensure robust and effective budgeting process
- assisting non-finance managers with the production of accurate forecasts, and where necessary re-forecasting on a monthly basis
- preparation of month-end management accounts reports for each division, comprising the provision of variance analysis commentaries and income/expenditure reports
- analysis of all payroll costs for individual teams, reporting on all variances to budget
- review and processing journals for various divisions, generating greater understanding of the adjustment, accrual and prepayment process

A first-rate opportunity has just arisen to join a prominent organisation in the Thames Valley region, to compliment their large Finance and Payroll team. As an experienced Payroll professional, you will be comfortable handling weekly and monthly payroll data for a large staffing force, and able to answer complex queries on a regular basis.

You will be be responsible for supporting the Payroll Manager in the day to day management of the section and workflow, ensuring that all the deadlines are met and that the section continues to function smoothly.

You will manage all payroll processes to ensure all deadlines are met, payments are processed and all statutory policies are adhered to and an effective and efficient delivery.

Ideally you will bring a sound understanding of payroll calculations, gained through either extensive post-IPPM Advanced Practitioner studies, or through continuous practical experience of working in the payroll environment. A thorough knowledge of statutory requirements in respect of Income Tax and National Insurance is considered a pre-requisite, as is a proven ability to meet deadlines and cope in a pressured environment.

This post will cover a 12 month Fixed Term Contract, with a view to starting immediately upon completion of the interview process, which can commence as early as w/c 28th November.
