I am recruiting for an interim analyst role for the Ministry of Justice based in Cardiff. The contract is expected to last 8 months with a possible extension. 

The role includes: 

Commissioning Analysis: Provide analysis and modelling at the required point of the commissioning cycle to support identification of commissioning priorities and negotiations, with a particular focus on Wales specific requirements. Work with Business Intelligence and Data & Statistics colleagues to identify and develop standard reports and analysis which can be automated through the HMPPS Data Hub. Support the Senior Commissioner by ensuring provision for the MoJ Wales lead of appropriate management information, through development of standard reports where possible, supplemented by ad hoc analysis, including for the All Wales Criminal Justice Board covering custody and community and police crime data to inform partnership decision making. 

Co-commissioning support : 
Provide quality assured analysis to support co-commissioning, working closely with colleagues in the Commissioning Modelling & Analysis team. Work with the Data, Statistics and Hub Management team to ensure appropriate systems are in place to undertake Wales specific data capture and analysis to inform operational and commissioning decisions affecting offenders in Wales. Compile and present offender priority grouping information and needs analysis to inform commissioning activities and specifications for HMPPS commissioning and co-commissioning, particularly in Wales. Support work through provision of analysis to develop alternative commissioning arrangements for Wales, such as Payment by Results. 

Research and evaluation for HMPPS Wales services: Work with the PPAS Head of Research Programme to develop requirements for and in some cases undertake research & evaluation of HMPPS services in Wales and to develop appropriate methodologies. Support the development and management of test-bed/ pilot projects and evaluation in Wales.

Main Duties and Responsibilities: 
• Run conformity checks at key stages throughout the project
• Ensure that Service Management have an effective mechanism for bringing new or amended services into the production environment
• Assist in shaping AIS best practice and processes, including leading a stream of work
• To provide Delivery teams a single point of contact from within Service Management to ensure that service requirements are identified and addressed throughout in the project lifecycle
• Work with Special Matter Experts (SMEs) to identify the Service Management acceptance requirements and provide assurance that the Project Manager delivers those requirements
• To collate checklist responses and produce a handover report containing risks, issues, recommendations and observations for the Senior Management team

As part of a small team based at HQ, the successful candidate will be required to assist in the management, governance, analysis and reporting of various complex data sets that drive a group of my clients products. The role requires someone to take ownership and strategic direction for its data and content objectives for given set of products. The candidate would initially be responsible for 3 to 4 country data sets and will become an expert in understanding exactly how the product is maintained. 

Primary Responsibilities:

- Content Management – You will ultimately be responsible for the data content of a number of products. You will be responsible for representing the interests of the local product at HQ, working with many other departments at company HQ making sure the product continues to function as designed.

- Project Management – Whilst you will not operate as a project manager, you will be responsible for working with the PMO team at HQ helping make sure any relevant product improvements take place.

- Quality Assurance - The diverse types, historical depth and multiple sources of the data within my client’s area can present data quality, consistency and singularity problems. The Senior Content Analyst will be responsible for constant assessment and reporting on the quality of all data in the business.

- Database Analysis and Reporting – Analysis of data is integral to the role. The position also requires somebody to have reporting and communications skills so that management is continuously updated.

- Third Party Sourcing/Management – provide assistance identifying external data sources to best aid current and future business operational and business intelligence requirements (e.g. big data, scorecard feeds, government records etc.).

- Competitor/Market Analysis – working with the local entity resource ensuring we keep up to date with market changes, and monitoring the quality of content of local competitor products.

- Trade Payment Data – to provide assistance and guidance on the collection and processing of trade payment information.

- Data Governance – working with the local entity resource documenting, implementing, enacting and monitoring all data governance policies within local country products. Making sure that the relevant products are not effected by local legislative or market changes.

Additional Responsibilities:

- Providing support in testing to make sure new data feeds are of the required quality.
- Data mapping.
- Testing of products/data streams.
- To assist in any project work as and when required.
- Any other data related tasks that may arise.
- To help monitor the receipt and loading of data files.
- To investigate and answer data queries from international customers. The local resource is responsible for the normal data queries.
- To help prepare reports for management.

Knowledge & Skill Basic Requirements:

- Computer literate with experience of Microsoft Office
- Extensive use and experience of SQL
- Experience of using data storage and analytical tools such as Cloud computing (e.g. AWS) Pentaho, Hadoop, Spark, Hive (preferable)

What you will do:

• Develop predictive models using advanced statistical methodologies, such as logistic and linear regression, CHAID and clustering techniques, to solve business issues
• Testing possible approaches and techniques and monitoring the effectiveness of the tool over time.
• Data selection for surveys, monitoring survey response rates, data analysis and reporting
• Annual review of the savings liquidity model ensuring it continues to be accurate, documenting results and presenting findings to senior management
• Produce accurate and timely customer MI
• Develop customer value measures in support of customer and Marketing strategy and plans.
• Responsible for the production of Conduct and Board reporting on behalf of the Marketing Department.
• Produce informative and accurate papers for executive forums.

 

What we are looking for:

To be considered for this role we will need you to have significant experience in an analytical role. You will ideally be Degree qualified in an analytical / numerical discipline or be able to demonstrate substantial numeric and statistical ability. Experience of using SAS or equivalent statistical package along with previous experience of segmentation and propensity modelling techniques is required. As well as the technical skills, you will be at an advanced level with Microsoft Excel, including a basic understanding of VBA programming language to automate elements of MI.
